We asked for your views on proposals to strengthen the local residency requirement, exclude owner-occupiers, and those with the financial resources to resolve their own housing issues, from the housing register and to give priority to those who wished to move nearer to their job or training scheme.

You said

In total we received 52 responses. Overall the feedback was positive with the majority of respondents in favour of the changes. Those supporting the proposed changes ranged from 63% - 75%. Where there were concerns, mainly over the exclusion of owner occupiers and those with financial resources to secure alternative accommodation, these concerns will largely be met by the existing exemptions part of the policy or considered under exceptional circumstances.

We did

As a result of the positive support received, the proposals were approved by the City Mayor and the changes are expected to be implemented shortly.

Overview

The Council is required by law to have a housing allocations scheme which shows the Council’s priorities for allocating homes and procedures they follow in allocating those homes.

 

The introduction of The Localism Act 2011 along with further guidance from Central Government has given local authorities the freedom to tailor their allocation priorities to meet the needs of local residents and local communities. The Government has made it clear they expect social homes to go to people who genuinely need and deserve them.

In light of the flexibilities given to local authorities proposed changes to the Council’s Housing Allocations Policy have been made which will give greater preference to people with strong local connections as well as ensuring housing is allocated to those with the greatest need who do not have the resources to explore other housing options.
