We asked

Whether the forum made of 26 local residents, business people & councillors, who will be responsible for delivery of the proposed Knighton Neighbourhood Plan where appropriate to become a defined neighbourhood forum and whether the constitution was appropriate for this proposed forum.

You said

We received a total of 3 responses during the consultation period, two where in favour of approving the forum and constitution and one was against. The main issues raised were that neighbourhood planning should be supported in the city however some issues were raised over what properties should or should not be included within the Neighbourhood Area.

We did

Due to the fact that none of the received representations related directly to either the consultation or the proposed members of the forum, the forum and consultation were formally adopted by Leicester City Council on the 7th September 2016.

Under the Localism Act 2011, local communities can produce Neighbourhood Plans, setting out policies on the development and use of land in their area.  If the Plans are adopted by Leicester City Council they will have the same weight as other Development Plan documents for the City. The designation of a Neighbourhood Area by the Council is the first stage in producing a Neighbourhood Plan. It establishes the area to be covered by the Plan.  In areas that are not within the jurisdiction of a town or parish council, a Neighbourhood Forum must be designated by the Council in order to produce a Neighbourhood Plan.

Because the proposed area does not fall within the jurisdiction of a town or parish council, the proposed Knighton Neighbourhood Plan  Forum have applied to the Council for formal designation as a Neighbourhood Forum (under Regulation 8 of the Neighbourhood Planning (General) Regulations 2012).

We are now consulting on these applications from 24th May 2016 to 5th July 2016.
