Introductory text

The urban area of Leicester is one of the fastest growing areas in the country, with a uniquely diverse population of about 650,000. The National Planning Policy Framework requires local planning authorities such as Leicester City Council to support sustainable development and to plan positively for it by preparing new Local Plans.

The Local Plan is an important planning document that once adopted will set out the vision and aims for growth of the city over the next 15 years. The Plan will be used to allocate sites for development, deliver infrastructure, influence economic investment and make decisions on planning applications. 

Since 2014, the council has undertaken a range of consultation exercises on various stages of developing its Local Plan. These consultations considered all aspects of planning policy, although the fundamental focus has always been around the level of growth and how it is delivered.

This consultation provided an opportunity for representations to be made on the Plan and those received within the six week period will subsequently be submitted for consideration at Examination In Public (EIP) by an independent Government Planning Inspector. Those submitting representations may be requested to attend a hearing session as part of the examination. The purpose of an EIP is to consider whether the Plan complies with the relevant legal requirements, including the duty to co-operate and to test whether it is sound. 

Comments must have been made during the six-week consultation period which commenced on Monday 16 January 2023 and ended on Monday 27 February 2023. Representations received after this date are not being accepted.

The Statement of Representations Procedure and guidance note was made available, setting out how to view the Local Plan, along with the other supporting documents, and how to make representations. It also contained details of where paper copies of the Plan could be viewed. A copy of the representation form was made available for people who preferred to use a PDF or Word version of the electronic representation form available in this consultation.

To ensure an effective and fair examination, it is important that the Inspector and all other participants in the examination process know who has made representations on the Plan. To that end, we requested names and contact details of all respondents.

Please note: It’s unlikely representations will be examined by the Inspector if names and contact details were withheld when a representation was submitted.

The information provided by respondents (including name and contact details) will be kept in accordance with terms of the Data Protection Act 1998 and will only be used for the purpose of the Regulation 19 consultation and the Examination. Leicester City Council is the data controller for the information on this form for the purposes of the Data Protection Act.
