Lancashire Street/St Michaels Avenue – Resident’s parking consultation

Overview

In 2022, Leicester City Council introduced a residents’ parking scheme on Stafford Street. At that time, feedback from residents on Lancashire Street and St Michaels Avenue indicated that most did not wish to have a similar scheme introduced on their streets.

Since the implementation of the Stafford Street scheme, the Council and local ward councillors have received an increasing number of requests from residents on Lancashire Street and St Michaels Avenue for the introduction of residents’ parking. These requests include petitions received from the residents and presented by Ward Councillors. The Lancashire Street petition had 76 signatures, and the St Michaels Avenue petition had 79 signatures. Following this, a decision was made to consult all the residents about the provision of a residents’ parking scheme.’

Residents have reported ongoing difficulties in parking near their homes due to high demand for on‑street parking, with business vehicles, commuters and other visitors occupying many of the limited available spaces.

To help address these concerns, the Council is considering the introduction of a residents’ parking scheme covering Lancashire Street and St Michaels Avenue. A proposed scheme, operating 24 hours a day, seven days a week, is shown on the attached plan. The proposal includes designated short‑stay parking areas to support shoppers and other visitors. The blue boundary line on the plan indicates the proposed extension of the existing Stafford Street (Zone N) scheme.

The scheme would operate on a zonal basis, with most parking spaces reserved for vehicles displaying a valid resident, business or visitor permit. Areas where permit‑holder‑only restrictions would apply are shown in green on the plan.

Shared‑use bays, shown in red, would accommodate both permit holders and short‑stay visitors. These bays would be marked on‑street and located near local shops and businesses. The current proposal allows 30‑minute limited waiting from Monday to Saturday, 7.30am to 6pm, with permit holders able to park at any time. This approach is consistent with the existing arrangements on Stafford Street.

Please note that under a Residents’ Parking Scheme, Advisory Disabled Bays (ADBs) cannot be newly introduced or re‑marked. Existing ADBs are likely to be left to fade unless resources are available for their removal.

Existing double yellow lines (no waiting at any time) will be refreshed where necessary, particularly around junctions, to maintain safe traffic movements. In addition, a ‘no loading at any time’ restriction is proposed at the junctions at each end of Lancashire Street and St Michaels Avenue to further support safety and traffic flow.

All permits would be issued electronically through the City Council’s MiPermit system.
