We asked you about transport improvements to support the Ashton Green development, in particular proposed changes to Greengate Lane, with a scheme to reduce the highway width and signalise the bridge over the Great Central Railway to enable the construction of a new section of cycleway and footpath.
You said
The majority of respondents stated their outright objection to any form traffic restriction to the GCR bridge on Greengate Lane. A number of possible alternative solutions were raised by local residents. Furthermore, residents highlighted a number of existing concerns over traffic congestion, parking issues and unauthorised HGV access to Greengate Lane.
We did
The Greengate Lane scheme is a planning requirement of the 2011 (amended in 2014) outline planning permission for Ashton Green and was a specific requirement of Leicestershire County Council as Highway Authority (County Highways). County Highways have been requested to comment on the outcomes from the consultation before any further feasibility work and consideration of alternative options is undertaken.
Overview
Ashton Green is seen as the most innovative and sustainable new development in Leicester in more than 30 years and will enable substantial progress towards delivering the 20,000 new homes needed in the City over the next 20 years.
Providing highway infrastructure improvements and additional public transport services are key elements of the Council’s commitment to building a more sustainable new community. Furthermore, the early delivery of these proposed works were conditions of the outline planning permission (2014) and necessary to ensure that cycling/walking improvements, traffic calming and speed restrictions are in place before the first new homes are completed.
These proposed improvements are part of a long term phased delivery plan for Ashton Green to ensure that all aspects of supporting infrastructure; highways, public transport, green spaces and community facilities are provided in a timely manner alongside the new development of up to 3,000 new homes.
This latest round of consultation follows on from the proposals outlined in late 2015 for improvements to Leicester Road, Beaumont Leys Lane and the junction with Greengate Lane.
The proposed works comprise improvements to Greengate Lane, Birstall at the Great Central Railway bridge to extend the existing cycle path into Birstall. The concept design includes the reduction of the existing carriageway width to a single lane over the bridge with new traffic signalisation and the provision of a new cycle path. The Ashton Green development has already delivered on some of its early planning commitments with a new shared cycle/footway to Bennion Road and improvements to the Beaumont Shopping Centre bus interchange.

Why your views matter
The Council wishes to inform local residents of the proposed improvements and gauge the level of support for the design proposals. Feedback and comments will help the Council with prioritising the delivery of the works and influence the final design solutions.

What Happens Next
The summarised results of the outcomes from the local residents briefings on the proposals will be reported to the City Mayor in April 2016, when a final decision on the proposals will be made and posted on the above web site.
