We asked for views on our draft Licensing policy for 2016 to 2021. The policy will guide the licensing authority, applicants, licence holders, responsible authorities and objectors in relation to matters covered by the Licensing Act 2003.

You said

We received 10 responses to the consultation, which were reported to full Council on 26 November 2015 along with officers' responses. Comments included concerns about parking, public health, public nuisance, early closing times, fire safety, street drinking, and sexual harassment.

We did

The council's licensing policy was approved at the meeting on 26 November 2015. It was agreed that a foreword would be appropriate, which would not form part of the policy but would set the vision and aspirations of the authority for licensed premises in the city. Some changes were made as a result of the consultation, although many of the matters raised were outside the remit of the licensing policy.

The consultation responses were reported to full Council on 26 November 2015. The policy was approved and subsequently published on our website. The policy will be effective from 7 February 2016.

Overview

As a licensing authority, Leicester City Council is required to review its Licensing Policy every five years. The current policy expires early in 2016 and so we need to decide on our policy for 2016 to 2021.

The Licensing Policy sets out the authority’s position on matters relating to the Licensing Act 2003. This Act deals with

  • The sale or supply of alcohol
  • Regulated entertainment
  • Late night refreshment

Why your views matter

This consultation is designed to gather views on what should be in the new policy. The responses will be used when drafting the new policy and to help the Council to decide on the final policy.

We intend to consult with members of the public, relevant organisations, responsible authorities and existing licence holders.
