Leicester Local Plan – Main Modifications representations

Overview

The urban area of Leicester is one of the fastest growing areas in the country, with a uniquely diverse population of about 650,000. The National Planning Policy Framework requires local planning authorities such as Leicester City Council to support sustainable development and to plan positively for it by preparing new Local Plans.

In September 2023, Leicester City Council submitted its Local Plan to the Government for independent examination.

Public examination hearings were held late last year, led by Government-appointed Planning Inspectors. Following these hearings, the Inspectors and the Council have agreed that several Proposed Main Modifications are necessary to make the Plan ‘sound’ and/or legally compliant. They are proposed without prejudice to the Inspectors’ final conclusions on the Local Plan.

This consultation provides an opportunity for representations to be made on the Proposed Main Modifications to the Local Plan. Representations received within the six-week period will subsequently be submitted to the Inspectors for their consideration.

There are four documents being consulted on:

  • Schedule of Proposed Main Modifications
  • Sustainability Appraisal of the Main Modifications
  • Habitats Regulations Assessment of the Main Modifications
  • Policies Map Changes

As part of the conclusion of the Examination process we have also produced other supporting documents. For convenience these documents can be viewed as part of this consultation, however the council is not seeking representations on these documents. They are as follows:

Comments must be made during the six-week consultation period which ends at midnight on 22 July 2025. Representations received after this date cannot be accepted.
