Leicester leisure centre investment programme: Phase 3 consultation

Have your say on the future of leisure provision in Leicester 

Leicester City Council has completed phases 1 and 2 of its leisure centre investment programme by upgrading fitness facilities at Cossington, Evington and Aylestone and, as part of phase 2, expanding fitness facilities at Spence Street and Braunstone.

We are now developing plans and proposals for phase 3, and would like to hear your views before any final decisions are made. 

This consultation focuses on proposals for investment in Leicester Leys Leisure Centre (at Beaumont Leys) and the future of New Parks Leisure Centre. Your feedback will help us understand the views of residents, customers, clubs, schools and other user groups. 

Why the consultation matters 

These are proposals only. No final decision has been made about: 

1. The redevelopment of Leicester Leys Leisure Centre as a leisure, learning and wellness facility including a new Beaumont Leys Library integrated into Leicester Leys centre. 

2. The closure of New Parks Leisure Centre, relocation of activities to other leisure centres, and a programme of exercise and group fitness, developed and delivered from community buildings within New Parks.

The Council is consulting, and before any decision is taken, the feedback received will be taken into account on whether, how and when any proposal proceeds.

This survey provides, on the next page, an overview of the key information that has informed these proposals.

Consultation period 

The consultation runs for six weeks, closing on 3 November 2026. 

The Council is seeking views through this survey and through engagement with users, clubs, schools, community organisations, library users and residents who may be affected by the proposals. We are holding two public consultation meetings at New Parks Library:
